Louisville Style" is basically a typical Texas-style chili + beans, served over spaghetti. The whole chili in one pot, the noodles at the bottom.
"Cincinnati-style" is a spice-bomb chili served in layers, beans in a separate layer as to the spiced up meat, with spaghetti or a hotdog on the bottom.
I think all three can be good, depending on the circumstances. Cincinnati-style is less a category of chili than it is a particular recipe; Louisville-style is basically a singular variation on Texas chili (with beans).
